    A Semi-Lagrangian scheme for a degenerate second order Mean Field Game system

    In this paper we study a fully discrete Semi-Lagrangian approximation of a second order Mean Field Game system, which can be degenerate. We prove that the resulting scheme is well posed and, if the state dimension is equals to one, we prove a convergence result. Some numerical simulations are provided, evidencing the convergence of the approximation and also the difference between the numerical results for the degenerate and non-degenerate cases.Comment: 21 pages, 8 figure

The foreign Fulbright Program of the United States Government is introduced as a case study and for further interpreting the perceptions of the program, a survey is ran among 59 current grantees. Scholar exchanges programs are suggested to be implemented in order to overcome the barriers in communication processes in the international arena

    The story of a shooting: recommendations for more effective crisis communication

    A crisis narrative is used to tell the story of a shooting at Northwest Missouri State University in Maryville, Missouri, United States. The story provides a learning experience for institutions as they seek best practices in handling crises. Although it appears that the university followed procedures correctly in dealing with this situation, questions linger as to whether administrators truly communicated effectively with students. Technology was used to warn students of potential danger, but not enough information was provided so students could deal on a personal level with the crisis. Face-to-face communication is important especially in a crisis to “soften” the blows of the situation

    Se presenta un nuevo método para tratar situaciones de incertidumbre en los que se utiliza el operador OWAWA (media ponderada – media ponderada ordenada). A este operador se le denomina operador OWAWA borroso (FOWAWA). Su principal ventaja se encuentra en la posibilidad de representar la información incierta del problema mediante el uso de números borrosos los cuales permiten una mejor representación de la información ya que consideran el mínimo y el máximo resultado posible y la posibilidad de ocurrencia de los valores internos. Se estudian diferentes propiedades y casos particulares de este nuevo modelo. También se analiza la aplicabilidad de este operador y se desarrolla un ejemplo numérico sobre toma de decisiones en la selección de políticas fiscalesWe present a new approach for dealing with an uncertain environment when using the ordered weighted averaging – weighted averaging (OWAWA) operator. We call it the fuzzy OWAWA (FOWAWA) operator. The main advantage of this new aggregation operator is that it is able to represent the uncertain information with fuzzy numbers. Thus, we are able to give more complete information because we can consider the maximum and the minimum of the problem and the internal information between these two results. We study different properties and different particular cases of this approach. We also analyze the applicability of the new model and we develop a numerical example in a decision making problem about selection of fiscal policies

    The probability of default in internal ratings based (IRB) models in Basel II: an application of the rough sets methodology

    El nuevo Acuerdo de Capital de junio de 2004 (Basilea II) da cabida e incentiva la implantación de modelos propios para la medición de los riesgos financieros en las entidades de crédito. En el trabajo que presentamos nos centramos en los modelos internos para la valoración del riesgo de crédito (IRB) y concretamente en la aproximación a uno de sus componentes: la probabilidad de impago (PD). Los métodos tradicionales usados para la modelización del riesgo de crédito, como son el análisis discriminante y los modelos logit y probit, parten de una serie de restricciones estadísticas. La metodología rough sets se presenta como una alternativa a los métodos estadísticos clásicos, salvando las limitaciones de estos. En nuestro trabajo aplicamos la metodología rought sets a una base de datos, compuesta por 106 empresas, solicitantes de créditos, con el objeto de obtener aquellos ratios que mejor discriminan entre empresas sanas y fallidas, así como una serie de reglas de decisión que ayudarán a detectar las operaciones potencialmente fallidas, como primer paso en la modelización de la probabilidad de impago. Por último, enfrentamos los resultados obtenidos con los alcanzados con el análisis discriminante clásico, para concluir que la metodología de los rough sets presenta mejores resultados de clasificación, en nuestro caso.The new Capital Accord of June 2004 (Basel II) opens the way for and encourages credit entities to implement their own models for measuring financial risks. In the paper presented, we focus on the use of internal rating based (IRB) models for the assessment of credit risk and specifically on the approach to one of their components: probability of default (PD). In our study we apply the rough sets methodology to a database composed of 106 companies, applicants for credit, with the object of obtaining those ratios that discriminate best between healthy and bankrupt companies, together with a series of decision rules that will help to detect the operations potentially in default, as a first step in modelling the probability of default. Lastly, we compare the results obtained against those obtained using classic discriminant análisis.     TK1951: an anatomy of crisis communication

    This study focuses on how Turkish Airlines (THY) managed its communication strategy after the unfortunate accident of TK 1951 on February 25, 2009 near Amsterdam Schiphol Airport. Evaluating the efforts in a framework, authors set out to discuss THY’s performance in four important areas classified in eight headings: coordination of the messages, acknowledging uncertainty and taking responsibility, reaching the stakeholders and making use of online media tools. Hopefully, the results of this research will help THY and other airline companies to improve and develop their immediate crisis response strategies

Many universities around the world are requiring their students to get this international experience but, at the same time, there are many misconceptions about what these short study abroad courses should accomplish from academic, pedagogical and educational perspective.     This paper aims to discuss controversies around the new Fundeb, which was approved in August 2020 through Constitutional Amendment No. 108. It is assumed that the origin of the policy of funds in education and of Fundeb itself goes back to the disputes fought since the Education Pioneers’ National Movement in the 1930s, extending until at least 1960, being taken up by social movements since 1990. In methodological terms, bibliographic and documentary research was used, focusing on articles, legal frameworks concerning public funds, revised versions of the Constitutional Amendment No. 15, 2015, and Fineduca’s manifestations about the new Fundeb from February to July 2020. The main findings are as follows: The Union should invest more resources in basic education without compromising other educational actions; and the need to carry out researches that take into consideration deeper historical aspects connected to the public policy education funding.El objetivo de este artículo es discutir las controversias en torno al nuevo Fundeb, que fue aprobado en agosto de 2020 mediante la Enmienda Constitucional n° 108. Se asume que el origen de la política de los fondos en la educación y del propio Fundeb remonta a las disputas entre el Movimiento Nacional de los Pioneros de la Educación en la década de 1930 y se extiende hasta por lo menos 1960, siendo retomado por los movimientos sociales a partir de 1990. En términos metodológicos, se utilizó una investigación bibliográfica y documental, centrándose en artículos, marcos legales sobre fondos públicos, sustitutos de la Propuesta de Enmienda Constitucional nº 15/2015 y las manifestaciones de Fineduca sobre el nuevo Fundeb de febrero a julio de 2020. Las principales conclusiones son: la Unión (União) debería invertir más recursos en la educación básica sin comprometer otras acciones educativas; la necesidad de realizar investigaciones que tengan en cuenta de forma más profunda los aspectos históricos relacionados con la política de fondos en la educación.O objetivo deste artigo é discutir polêmicas em torno do novo Fundeb, que foi aprovado em agosto de 2020 por intermédio da Emenda Constitucional n.º 108. Assume-se que a origem da política de fundos na educação e do próprio Fundeb remonta às disputas travadas desde o Movimento Nacional dos Pioneiros da Educação na década de 1930 e que se estendem até pelo menos 1960, sendo retomadas pelos movimentos sociais a partir de 1990.     Rediscover Rosarito: a public diplomacy initiative for the local community in Rosarito Beach, Baja Mexico

    Rediscover Rosarito is a cross-cultural public affairs graduate class initiative started in February 2008. That year, 28 graduate Communication Management (CM) students from diverse backgrounds and nationalities, taught by Dr. Gregory Payne of the Communication Studies Department, reached out to elected governmental leaders, public officials, citizens and expatriates of Rosarito Beach in Baja Mexico. Together, they launched a public affairs campaign that stressed the importance of grassroots public diplomacy as a major strategy. The goal of the program then and now is to develop and implement an ongoing campaign to help restore the image of this heavily tourism dependent beach community, which had been devastated by a drastic drop in visitor levels as a result of Mexican President Jose Caledron’s ‘war on drugs,’ a violent reaction from the drug cartels against this action, as well as biased media coverage regarding the crisis from sources on both sides of the border, which reflect the all too often proclivity of the media to sensationalize such stores in the effort to secure readershi
